Committee to review WSP master plan sections monthly ahead of July deadline

The Livingston Parish Master Plan Review Committee on March 17 agreed to make regular agenda time to review draft sections of the parish master plan prepared by consultant WSP and to escalate review so the consultant's July deadline can be met without a last‑minute rush.
Miss Petrie, the committee secretary, said the consultant had delivered a draft outline for the updated master plan and the committee would receive sections of the draft for review at upcoming meetings. "Each of y'all have the draft outline that he sent out," Petrie said, explaining the outline aligns with the original table of contents but includes new items such as public outreach and a master plan implementation guide.
Committee members requested that early sections that are largely factual — for example, background materials describing parish demographics and land‑use characteristics — be sent to the committee first for review. The committee asked WSP to provide sections in time for monthly review meetings in April, May and June so the July submittal will have undergone iterative committee input.
The committee also discussed how other, more technical master plans (for sewer, drainage and transportation) will be integrated. WSP and committee members described an approach in which specialized infrastructure master plans are developed independently but are "entwined" with the comprehensive master plan; the comprehensive plan may include a shell or placeholder for a technical plan if that plan is not final by July. The committee said it wants clarity on which infrastructure master plans will be completed by July and which will be placeholders requiring a subsequent update to the comprehensive plan.
WSP staff names were mentioned during the meeting: Nathan (a WSP consultant) provided the draft outline and committee members named Claire as the staffer expected to assemble text into the master plan. The committee agreed to make "review comments" a standing agenda item so members can submit written comments on individual sections as they arrive. No formal votes were taken on the draft outline itself; the committee set a process for section delivery and iterative review over the next three months.
