Livingston Parish panel approves rezoning on Springfield Road to allow second mobile home

The Livingston Parish Planning and Zoning Commission on April 3 approved a rezoning of a parcel on Springfield Road (case 250315153) from agricultural (AG) to single-family residential (R-1) to permit a resubdivision into two lots and placement of a second mobile home.
The rezone was requested by the landowner’s representative to allow an existing parcel that currently contains one mobile home to be split so each dwelling would sit on its own parcel. Commissioners voted in favor of the change; the motion passed by roll call vote.
The commission’s recommendation was based in part on nearby lots that already contain mobile homes and previously divided parcels. A planning staff member who inspected the site told commissioners that similar divided lots and trailers exist next to and across the street from the subject property and that, on that basis, staff recommended approval.
Commissioners asked about sewage and drainage for any new lot. Staff and the commission agreed that the parcel will require a separate sewer system for the new lot and that the Department of Health and Hospitals (DHH) must review and approve any proposed septic/discharge plan before the final plat may be signed. The commission also noted that sewer lines cannot cross property lines and that a plat/engineering review would be required to determine feasible discharge locations.
The applicant described the lot as roughly 2.3 acres (as stated on the record) and said the owner intends to resubdivide to create two lots so each mobile home would be on its own lot. The applicant also indicated the intent was not to create more than the two existing dwellings on the parcel.
The commission closed the public hearing after no members of the public spoke on this case. The motion to rezone passed on a roll-call vote; the item was recorded as approved. Before any lot split or placement of a second dwelling can occur, the applicant must obtain required health department approval and submit a resubdivision (resub) map to planning staff for review and signature.
The commission moved on to the next item following the vote.
