Staff said the district had been formed originally as Recreation District 5 (later reorganized into District 5 South and District 7) and that audits or compilations had been performed when annual collections exceeded statutory audit thresholds. Staff proposed a compilation (an independent accountant's review of records) to verify receipts and expenditures back to the last available audit; the accountant estimated about $3,000 for the compilation.
A resident who identified himself as Gerald Morris (also referred to in the record as Gerald McMorris) addressed the committee and said the records show funds dating to 1993 that covered multiple communities (he named Burden, Coyle, Satsuma and Livingston). He urged the committee to return funds to the community members who paid the taxes, saying, "Give it back to the people where it's supposed to go." The committee chair acknowledged the comment and said staff would verify the account and bring the item to a future council agenda.
The committee then approved a motion to send the recommendation to the full parish council. The motion was made by Mister Mangus and seconded by Mister Watts; the transcript records "motion carries" with no roll-call tally reported.
Why this matters: The compilation would document how district funds were used and would enable the parish and the council to determine any allowable distributions or next steps for the dormant district funds.
Staff said they will gather documentation back to the last audit (records referred to in the meeting as possibly 2016 or 2018) and present findings to the council for a formal decision on disposition of funds.
