Committee forwards $230,630 contract amendment and $2.44 million construction bid for airport terminal improvements

The Jackson County Public Safety and Transportation Committee voted to forward two airport contracts to the full county board: an amendment to a consultant contract for construction administration and a construction contract for terminal improvements.
Juan, an airport representative, explained the two items. The first is Amendment 1 to Mead & Hunt’s contract adding $230,630 for construction-phase administration, bringing the consultant contract to $488,820. The committee was told the original contract was approved in March 2024. The second item is a construction contract with Sorensen Gross for $2,442,618 for terminal improvements.
Commissioners asked how the project is funded after noting the construction bid exceeds the $2 million grant tied to the airport work. Juan said the project received a $2 million grant plus an additional $375,000 from the Bipartisan Infrastructure Law and that the county had previously approved the local share. He described the broader project budget as a larger, previously approved figure and said county matching funds had been approved at earlier county board meetings. Juan told commissioners the county’s local share for this phase would be roughly $400,000 and that that amount would come from the county general fund.
Members also asked about project design roles. Juan described Mead & Hunt as the airport consultant and lead architect that hired H2A Architects as a local subconsultant to reduce costs. “This is just a cost savings, having a local Michigan architect do the project,” Juan said.
Both motions were moved and supported (Mead & Hunt amendment moved by Commissioner Duckham and supported; Sorensen Gross contract moved by Commissioner Bear and supported by Commissioner Duckham). Committee votes were posted and both items passed unanimously and were forwarded to the full board for approval.
What happens next: The items will go to the full county board for final approval and contract execution. County staff noted construction costs have risen since initial budgeting and that the county had approved additional local funding at a prior meeting.
