Miss Bernard, a finance staff member, explained the local-preference policy applies to competitive sealed bids under $500,000 when the local bidder’s price is within 5% of the lowest bid. For the half-ton pickup package (quantity four), the low bid was from Lehi Ford Sales Inc. at $168,889.04; Johnson Brothers’ local bid was $176,021.12, a difference of $7,003.18 (about 4.33%), which qualifies under the policy. For the one-ton chassis vehicle (quantity one), the low bid was Randall Reed’s at $76,001.52; Johnson Brothers’ bid for that vehicle was $77,009.44 (a difference of $1,792, about 2.3%), also within the 5% threshold.
Council Member Pilkington moved to award both bids to Johnson Brothers Ford Lincoln under the local-preference policy, stating the local vendor “offers the city the best combination of price and additional economic development opportunities.” Mayor Pro Tem Tim Walker seconded. The motion passed 4-0. The motion language on the record estimated the total purchase amount at $254,156.
Bernard said staff will follow the adopted local-preference procedures when executing the purchase.
