“Essentially allowing… roll off companies to provide service to our community,” a staff presenter said, and added the moratorium is a short‑term measure while staff develops a longer view.
Council members discussed whether to highlight the item on the regular agenda for public awareness or leave it on the consent agenda; staff said the item was placed on the consent agenda but that the matter had been raised by several council members previously and merited attention.
Staff said it will work over the coming months to return with a recommended permanent approach for regulation of C&D hauling and collection.
