The Harlingen Economic Development Corporation (EDC) and the city approved the Harlingen Strong Small Business Recovery Grant, a program authorizing maximum awards of $3,000 per eligible business and allowing either reimbursement after repair or upfront payments for contractors when necessary. Orlando Campos, CEO of the Harlingen EDC, presented the proposal and said the program is intended to cover “building repairs, ceiling repairs, flooring, walls, electrical, plumbing, interior and exterior restoration, mold remediation and flood prevention upgrades, debris removal and cleanups, [and] replacement of flood damaged equipment.”
The program was prompted by a storm that EDC staff described as a “historic flood event” that dropped more than 21 inches of rain across Harlingen and damaged at least 80 businesses, according to staff estimates presented at the meeting. Campos told the boards the EDC initially has $165,000 unobligated from previously budgeted revitalization and equipment grants and requested an additional $150,000 to reach a $315,000 maximum available for the new program.
