The Harlingen City Commission authorized a material-supply contract for the 2025 street-improvement project, awarding portions of the supply to two vendors to ensure availability and competitive pricing.
Engineering staff said bids were accepted for materials and staff recommended multiple awards depending on individual line-item pricing. The commission approved awards to Capa (listed in the packet as “Capa Texas”) and Frontera Materials Inc.; staff recommended awarding approximately 15,000 tons of flexible base at a price totaling about $1,125,000 to one vendor, with additional line items to be finalized as bids for other materials arrive.
A motion to award the supply contract was made, seconded and approved by the commission. Staff said they will return with remaining prices for other materials and proceed with issuing purchase orders under the awarded contract provisions.
