Venus council ratifies updated HR policy after debate over administrator authority

The Venus City Council on April 14 unanimously ratified an updated human resources policy after a council member raised concerns about language that allows the city administrator to make corrections to the manual without explicit council approval.
"I had a little bit of an issue with...1.04, which in essence talks about the ability for the city administrator to make corrections, kind of on the fly, to the HR policy," said Councilman Bowman during discussion. Bowman said he and others spoke with the city attorney and wanted to be sure major changes to city policy — for example, altering a four-day workweek — would involve council input.
City staff and the city attorney told the council that routine or clerical corrections differ from substantive policy changes and that the council can revisit major policy shifts. Council members declined to add lengthy procedural definitions to the manual at this time, instead voting to approve the updated policy and to monitor how the provision is applied.
A motion to ratify the updated HR policy (agenda item 5.1) passed by voice vote, 5-0.
Council removed item 5.1 from the consent agenda for separate discussion before voting; the council approved the remainder of the consent agenda by voice vote earlier in the meeting.
