Harlingen approves nomination of VHS Harlingen Hospital for Texas Enterprise Zone program

The Harlingen City Commission voted to reaffirm the city’s participation in the Texas Enterprise Zone program and advance VHS Harlingen Hospital (Valley Baptist/“VHS Harlingen Hospital, LLC”) as an enterprise project nominee to the governor’s office.
City staff and an outside tax adviser described the program, which allows designated firms to receive rebates on the state's portion of sales and use tax for qualifying capital equipment and other eligible expenses. Orlando and tax adviser Nick Licola said Valley Baptist is planning a $15 million investment over five years to update facilities and equipment. The hospital’s application lists 1,087 current employees (1,087 full- and part-time), and the enterprise-zone nomination identifies up to 490 retained full-time jobs for the program’s application limits.
Licola said he did not have exact vendor purchase locations at the hearing but confirmed that purchases in the project application will be tied to the Harlingen facility and that the state rebate applies to the portion of qualifying purchases as defined by program rules. The proposed ordinance would allow future nominations meeting statutory requirements to be approved by resolution.
Commissioners moved and seconded the ordinance on first reading; a voice vote recorded a majority in favor. Staff will forward the application and ordinance materials to the governor’s office as part of the enterprise-zone nomination process.
The city’s ordinance references Chapter 2303 of the Texas Government Code (the Texas Enterprise Zone Act), which governs designation, qualifications and incentives. Staff will provide the commission with additional project details, including remodeling scopes and any itemized qualifying purchases, as requested.
