Brownsville awards five-year landfill engineering contract and approves new sanitation shop construction

The City of Brownsville approved a five-year renewal of professional services with SCS Engineers and awarded a construction contract for a new landfill sanitation shop during its May 6 meeting.
Engineering and Public Works interim director Maria El Guerrero told commissioners SCS Engineers has provided landfill engineering services to Brownsville for more than 25 years and the proposed contract consolidates up to 32 tasks — landfill management, environmental compliance, air permitting, gas inspections, groundwater monitoring, stormwater management and staff training — into a single agreement. The five-year contract is for a total just over $8 million; staff recommended and the commission approved the renewal.
Separately, the commission approved a construction contract with ZWA Corporation to build an approximately 8,000-square-foot sanitation and maintenance building at the landfill. The facility design by ERO Architects includes two apparatus bays equipped with two 10-ton cranes, a covered equipment wash bay, administrative offices and a mezzanine for storage. City staff said the current mechanic shop is an undersized metal shed and that outdoor maintenance exposed equipment to the elements. The new building will provide indoor maintenance bays, breakroom and restroom facilities, and office space for landfill staff. The commission approved the contract and staff announced a groundbreaking ceremony scheduled for the next morning at 10 a.m.
