Board allows illuminated monument sign with electronic copy for church at Boring Street with 7AM–11PM limit

The Fort Worth Board of Adjustment on March 19 approved a variance and a special exception permitting an illuminated monument sign with an electronic changeable copy (ECC) area for the church at 4901 Boring Street, but added operating-hour limits requiring the illumination and ECC be limited to 7 a.m. to 11 p.m.
Staff said the property was rezoned in 2024 from A-5 (residential) to CF (Community Facilities) specifically to allow a monument sign, which is not permitted in the residential district. Under the city’s sign rules, maximum sign area for properties with multiple frontages is calculated per linear foot of road frontage; staff said the church’s sign would be visible from Boring and Vickery and the calculated maximum based on frontage was roughly 56 square feet. The applicant proposed a 54.52-square-foot monument sign with 13.63 square feet of ECC (about 25% of the face), which is below the ordinance maximum.
Staff noted that the property directly across Boring is zoned A-5 and could be developed as residential in the future; the ordinance also restricts illumination when a sign fronts a single-family or two-family district. Staff confirmed the ECC portion must comply with code limits — no animation, rolling text, flashing or intermittent light, and limits on change frequency and brightness — and that zoning plans exam had approved location and other technical elements.
Teddy Brigham, identifying himself as an elder at the church, told the board the sign is intended to replace an “unsightly” pole sign, to display meeting times and modest messages, and that the church will comply with illumination restrictions. "We just, basically would like to be able to display our meeting times," he said.
Commissioners discussed the mixed zoning in the area (industrial and residential pockets) and possible future development of adjacent lots. Commissioner Bob Riley moved to approve the request with operating hours for both illumination and ECC restricted to 7 a.m.–11 p.m.; the motion passed by voice vote with all members present voting to approve.
