The proclamation, presented by Julie Shivananda, the district's director for social emotional learning, described SEL as “the process through which all young people and adults develop healthy identities, manage emotions and achieve personal and collective goals, feel and show empathy for others, establish and maintain supportive relationships, and make responsible and caring decisions.” Shivananda asked the board to approve the proclamation recognizing a national SEL Day and encouraging community awareness of evidence-based SEL practices.
Supporters argued SEL supports student readiness and long-term outcomes. In presenting research on SEL, Shivananda cited studies that show SEL interventions can increase academic performance and reduce bullying, and BJ Madsen, the program coordinator, joined the presentation to highlight local programming and training.
Public commenter Jill Leon submitted a written statement read into the record questioning the district’s continued use of SEL programs and raised concerns about instructional time and alignment with state guidance from the Arizona Department of Education. The statement cited direction from the state superintendent and asked the board to reconsider holding an SEL Day.
After discussion, President Jennifer Ekstrom called for a motion. The item was moved and seconded and passed 4-1. One board member recorded an opposed vote during roll call.
Board members said the proclamation does not mandate curriculum changes; rather it recognizes national SEL Day and encourages community engagement. The board accepted the proclamation as a formal recognition while continuing to allow community feedback and further study.
The board did not adopt any additional SEL policy or program changes as part of the proclamation vote.
