Portsmouth to name council representatives to Crawford Bay consultant committee

Portsmouth staff told the City Council on May 13 that the Economic Development Authority (EDA) has issued a solicitation for a consultant to design a plan for the Crawford Bay area and requested two city council members to serve on a committee that will work with that consultant.
Economic Development staff member Donahue (present for Q&A) said the selection of a consultant would come first and the committee’s workload would increase after the consultant is on board. "It would be at least once a month, quite possibly more frequent than that as we begin working with the consultant once they're on board," Donahue said when asked about time commitments.
Council members discussed nominees. Vice Mayor Moody proposed the mayor and Councilman Hugo as the two primary council representatives; several council members supported that nomination and agreed that additional alternates may be named. Councilwoman Thomas asked how committee findings would be communicated to the full council; staff said the EDA liaisons will relay committee work to council and that the process will be transparent and include opportunities for full council and community input.
No formal vote was recorded; council members expressed support to participate and asked staff to return with meeting notices once the consultant is selected. Staff will notify council of scheduled meeting times and locations after consultant selection and will work with committee members to accommodate availability.
Donahue said the initial phase will focus on solicitation criteria and evaluation materials for potential development partners; subsequent phases will include reviewing proposals and making a recommendation to the council and EDA.
