Commission hears military‑affairs update; staff to invite regional military liaison group for briefing

Commissioners received an update on the mayor’s Military and Federal Affairs Committee (EMAC) and regional coordination with defense stakeholders.

The update said the EMAC meeting featured senior uniformed representatives and that Portsmouth has active engagement with the National Association of Defense Communities and the Hampton Roads Military and Federal Facilities Alliance (HRMFFA). Staff said Portsmouth representatives attended the recent Arlington summit and noted local participation on regional boards and committees. Meeting materials included a recently issued White House executive order related to strengthening the maritime community, and staff said they are tracking Department of Defense initiatives that could affect Hampton Roads.

Speakers said regional analyses had highlighted potential negative fiscal impacts from recent changes but that other studies and regional conversations suggested Hampton Roads could gain mission‑related realignments because the region already hosts multiple services and facilities. Commissioners asked that the HRMFFA be invited to brief the commission at a future meeting; staff agreed to schedule that presentation.

Staff emphasized the need to monitor mission realignments for associated economic‑development opportunities and infrastructure needs, including potential shore‑side maintenance and supporting services for Coast Guard cutters and other Coast Guard growth referenced during a regional meeting.
