Council signals support to include civic organization funding and asks for impact statements

Burke noted that most civic recipients submit applications and that the city typically memorializes funding through memoranda of understanding.
Council members repeatedly asked for clearer impact statements tied to each organization: Councilwoman Thomas asked staff to provide return‑on‑investment or program outcomes for dollars allocated; Councilman Dodson and others requested succinct descriptions of each listed group and the services provided so council and the public can compare across recipients. Councilman Hugo and Mayor Glover both supported adding the Police Athletic League (PALS) and the Portsmouth‑based nonprofit Complete the Puzzle — an organization that provides programming for children with disabilities — but asked staff to confirm whether any conflict‑of‑interest or oversight issues exist when city staff or departments are closely linked to a recipient.
Council directed staff to request impact reports and MOUs for each organization receiving city funds, and to circulate the information to council prior to final budget adoption. Council gave consensus to include funding for the list shown (including the additions) in the FY2026 budget; the motion was not adopted by formal roll call at the work session.
Staff also noted questions about application completeness for some agencies and said the city will follow up with applicants to obtain standardized outcomes, the length of prior support and required performance documentation.
