Portsmouth commission reviews unaudited March finances, drafts FY2026 budget

The Portsmouth Port and Industrial Commission on April 22 received an unaudited financial report for the third quarter ending March 31, 2025, and reviewed a draft fiscal year 2026 budget that keeps several program placeholders while trimming some line items.
The finance presenter reported the commission ended the quarter with about $837,000 in cash and $856,000 in grants receivable and said the commission still carries two properties on the books valued at $332,000, producing a total net asset figure near $2,000,000. Liabilities were reported at about $1,100,000, including rent payables, accounts payable and a liability “due to the Commonwealth in 2029,” leaving an unrestricted net position of about $950,000, a decrease of roughly $7,400 from the prior year.
Members discussed a $200,000 liability tied to Burton’s Point Road and related remedial work, which the presenter said will be repaid on sale of the property. The presenter described the commission’s operating expenses for the period as $23,436 and investment income realized to date as about $16,000; interest for the most recent month was reported at $1,472.
On the FY2026 budget, staff presented projected revenue and expense lines and several program and operating allocations. The draft keeps the Portsmouth Community Grant (referred to in the meeting as the “Port Holes”/“Porto’s Community” grant) at a $500,000 baseline while noting the commission received $800,000 for that program in FY2025 and that the FY2026 amount is currently a placeholder until projects are identified. Staff said the job creation grant remains at $50,000 and that contractual legal was budgeted at $10,000. Grounds maintenance was increased to $12,600 to reflect newly acquired property at 0 Sixth Street; total operating expenditures were presented at $669,300 with operating revenue of $1,789,700 and total operating revenues of $2,459,000.
Commissioners asked for follow‑up detail before final approval. One commissioner asked that some funds be reserved for STARBASE Victory; staff and the budget committee said they could bring a documented proposal back before final adoption. Commissioners also discussed expanding outreach and attendance at port‑related conferences; staff said the budget increases training and travel line items to $5,000 to cover participation by commissioners and staff and that additional outreach items could be raised to the budget committee if specific opportunities appear.
The finance presenter said staff projects closing of the Burton’s Point Road sale by the end of the fiscal year, which would remove associated grounds maintenance and insurance costs from future budgets. The draft budget was described as the budget committee’s proposal and will return to the commission once the committee finalizes documentation and any requested adjustments.
Commissioners did not take a final vote on the FY2026 budget at the April 22 meeting; staff were directed to return with finalized budget documentation and with follow‑up on STARBASE funding and any specific outreach expenses for conferences.
