PORTSMOUTH, Va. — The Portsmouth City Council announced April 7 that it will move forward with a draft ordinance to allow collective bargaining for city employees and has asked the city manager and staff to prepare the ordinance for later council discussion.
City Manager Steve Carter, who led the work-session presentation, framed the meeting as informational and said no final decision was expected that evening. "The purpose of this particular discussion is, we're not trying to make a decision here tonight. We're just trying to pass out some information," Carter said. After a closed-session consultation with legal counsel, Mayor John Glover told the public the council had "decided to move forward with the collective-bargaining ordinance, and we will hand it now over to the city manager and his staff to bring back the ordinance, for discussion."
