Council adopts North Sweet Home Area Plan as subelement of TSP and comp plan (first reading), 7–0

Sweet Home City Council unanimously approved the 2025 North Sweet Home Area Plan as a subelement of the Transportation System Plan and as an amendment to the comprehensive plan at its April 13 meeting.

Planning staff and consultants described the North Sweet Home Area Plan as a high‑level land use and transportation framework for the area north of the rail tracks and bounded by the South Santiam River and other natural features. The plan identifies a future roadway network, new east‑west connectivity, trail opportunities, and conceptual land‑use patterns including residential, industrial/employment and commercial nodes. The plan aims to provide predictability for property owners and guide coordinated development as infrastructure and funding become available.

Consultants said the plan identifies rail crossings, connections to Highway 20 and Main Street, and potential hospitality and employment overlays in portions of the study area. The plan is intended to be a roadmap rather than parcel‑level zoning and includes project lists that were incorporated into the citywide TSP project inventory.

On the recommendation of planning staff and the planning commission (which recommended adoption April 3), council voted 7–0 to approve LA 25‑01 and to conduct the first reading of Ordinance No. 4 for 2025. Council also voted to read Ordinance No. 4 by title only at the next meeting and scheduled the third reading for May 13.

Staff emphasized the plan’s role in making the area eligible for future grants and improving coordination on infrastructure investments, and thanked consultants and community participants for the public engagement performed during preparation of the plan.
