Council adopts 2025 Transportation System Plan (first reading) to guide 20‑year projects, 7–0

Sweet Home’s City Council unanimously approved the first reading and initial adoption steps for the 2025 Transportation System Plan (TSP) on April 13, a 20‑year master plan designed to guide transportation projects and grant eligibility.
Planning staff and consultants told council the new plan replaces the February 2005 TSP and aligns with Oregon Statewide Planning Goal 12 and applicable Sweet Home Municipal Code (chapter 17.116). The update includes multimodal inventories, functional classification and mobility standards, a financially constrained project list and an aspirational list of additional projects. Staff said the constrained list reflects projects likely achievable under current funding streams; the aspirational list documents projects that would be eligible for grant funding and prioritization when new resources arise.
Consultant Garth Appenitis and others presented the plan’s purpose and the importance of listing projects as part of future grant applications. Council members praised staff engagement and said the update removes a barrier to ODOT and other grant partners. Council voted 7–0 to approve the legislative amendment (LA 25‑01) adopting the 2025 TSP and conducted a first reading of Ordinance No. 3 for 2025. The council also voted to read the ordinance by title only at the next meeting.
Staff noted the plan includes both citywide transportation goals and specific priority projects such as Pleasant Valley Road/Highway 20 intersection work and projects for pedestrian and bicycle connections. Projects affecting state highways will require further ODOT review before construction.
Adoption of the TSP makes project lists and standards available for grant applications and regional coordination; staff said it will help Sweet Home pursue state and federal transportation funds.
