King's Landing sale closes; High Street renovation and demolition work expected in coming weeks

Portsmouth Economic Development Authority staff told commissioners on March 18 that several High Street properties are advancing to construction or demolition phases.
Staff reported the closing of the Kings Landing transaction on the 1,000 block of High Street; ownership transferred to A4 Development and the developer is pulling permits with mass construction expected within about 30 days. Staff said observers may see “some spill events” and construction activity soon.
On 1117 and 1121 High Street (the Shiny Computers property), staff said final construction documents are being prepared for exterior and interior renovations, including roof replacement, electrical and plumbing upgrades and installation of a new gas line. The 1117 unit was described as about 5,000 square feet; 1121 as a smaller tenant space. Staff said the plans should go out to bid within about 30 days.
The Holmes property at 1028 High Street will move forward with demolition and clearance of dilapidated structures. Staff submitted comments to the demolition consultant, Kim Leeborn, and said the plans would be submitted for city review that week and then posted for bids. Staff expects demolition to occur in April, aiming to clear buildings to the slab before the High Street mural festival planned for May. The board discussed potential fencing or screening and the possibility of relocating a mural planned for a wall scheduled for demolition to the Shiny Computers property.
Staff said murals proposed for EDA‑owned properties would require board review and approval.
No formal board action was required on the property updates.
