Commission authorizes $247,482 chip-seal contract for Southwest 30th Avenue; land-rights work to continue

The City of Newberry commission authorized a piggyback contract with Asphalt Paving Systems for a chip-seal surface treatment on Southwest 30th Avenue East, authorizing the city manager to execute the $247,482.52 contract and to approve change orders up to 15 percent.
Jamie Jones, utilities and public works, said the chip-seal will improve travel conditions and serve as an interim surface “until such time we can obtain land rights and pave the roads.” Jones recommended the purchase under a Sumter County piggyback contract and also requested authority for staff to file a maintenance map and to use remaining budgeted funds to acquire land rights where possible.
Commission debate focused on whether to spend available funds on interim chip-sealing or to concentrate on acquiring land rights and completing full paving. One commissioner argued for using the budget to acquire land rights and then pave; another supported chip-seal as a pragmatic interim step to reduce dust and safety issues now and noted that chip-seal material can be incorporated into a future paved section.
Outcome: The commission authorized the contract, change-order authorization and associated administrative actions by unanimous vote. Staff said they will continue a parallel effort to purchase land rights for segments where owners are willing and will include further land-rights acquisition in future budgets.
