Applicant Walter Jervis Sheffield said cost increases during permitting led the owner to simplify forms and remove some previously shown features; he asked the board to approve the modified design so work already begun could proceed. Board members reviewed prior approvals and compared earlier drawings with the current submittal; several members said the application was appropriate for a consent agenda only if documentation clearly showed before‑and‑after drawings. Several members requested the item be moved from consent so the board could examine the changes more closely; the applicant and staff provided prior drawings at the meeting.
Board discussion focused on window relocations, the elevator bump‑out that covers a previously exposed window (the applicant said the original window will be salvaged and reused), simplified roof forms, and the revised roof profile from a more complex hip/gable assembly to simpler gables. Multiple board members said they preferred seeing the before‑and‑after drawings and found the simplified design more in keeping with district character.
After discussion, a motion to approve COA 2504‑0118 as described in the staff report passed with no recorded opposition. The board reminded the applicant to return with any future changes for ARB review.
