Commission awards North Main/Morgantown water-main contract; grants cover most costs

The Franklin City Commission unanimously approved awarding contracts for combined water-main work on North Main Street and Morgantown Road to Scott & Ritter, the low bidder, after staff said the city combined the projects to reduce mobilization costs.
Staff reported total grant funding for the combined project of $897,000 and a committed local match of $78,500; after engineering and efficiencies the city estimates the grant will cover the bulk of costs with $12,270 remaining in grant funds that can be applied to engineering. The city will provide an additional $37,730 of local match to cover engineering and local obligations.
Public-works staff said the work will directly impact more than 70 customers and will increase overall system connectivity that benefits roughly 900 people in the area, including businesses on North Main such as KFC. The commission voted to award the contracts and authorized contract execution; staff said the contractor will begin preliminary work as directed in the contract.
Commissioner Bush moved to approve the contract award; Commissioner Stewart seconded. The motion passed unanimously on a voice vote.
