The Franklin City Commission voted on multiple items during its regular meeting, approving a $20,000 title sponsorship for the Summer Vibes Music Festival, awarding a sewer rehabilitation Phase 2 contract to a bidder, hiring two public-works water-distribution operators, authorizing the mayor to sign a letter of support for a job-creation project, and accepting a compromise payment on outstanding city liens for a private property.
The commission approved a motion to sponsor the Summer Vibes Music Festival at the $20,000 level after a presentation describing attendance, economic tracking data and sponsorship levels. The motion carried after a motion and second and a voice vote by the commission.
On the utilities agenda, commissioners approved awarding the Phase 2 sewer rehabilitation construction contract after a public bid opening. The award motion passed on a roll-call vote recorded as unanimous: Commissioner Powell—Yes; Commissioner Busch—Yes; Mayor Dixon—Yes; Commissioner Pyle—Yes; Commissioner Stewart—Yes. The contract award will allow Phase 2 construction to proceed from the pre-bid and engineering work already completed.
After executive session the commission approved two hires for Public Works water-distribution field operator positions (Ryan Bridal and Daniel King) and approved a motion for the mayor to sign a letter in support of “Project Dream,” which the city described as a job-creation proposal for the Henderson Industrial Park expected to create 80 new jobs. The commission also voted to accept an offer from George Wilhoite to resolve outstanding city taxes and code-enforcement liens on property at 511 Breckenridge for $8,621.56, which the agenda described as covering city out-of-pocket expenses.
Other procedural actions included approving the minutes of the Feb. 10 regular meeting and a special-call meeting, and scheduling a special-call meeting for March 3 at 2 p.m.
Several motions were unanimous on recorded voice or roll-call votes; one motion to extend city snow/leaf/brush services to two previously private neighborhoods passed with an abstention recorded. No ordinances were adopted at the meeting; the clerk read three ordinance summaries for first readings and they were filed for later consideration.
