Sewer commission approvals: asset-management software, Heritage Springs purchase, contract amendments and abatement change order

At the May 13 meeting, supervisors approved multiple actions related to Saratoga County Sewer District No. 1 that were previously considered by the Sewer Commission.
The committee authorized an agreement with AMCS Group Inc. for an asset-management program not to exceed $42,400. It also approved the county's purchase of the privately owned Heritage Springs sewer system in the town of Milton: the county will provide $900,000 and the town of Milton will provide $600,000 for a total purchase price of $1,500,000; the Sewer District plans to recoup the county share via increased collector fees over three years.
Supervisors approved an amendment to Delaware Engineering DPC, adding $140,000 for a total contract value of $400,000 for strategic infrastructure and financing planning, including system capacity analysis and design of a sewer replacement project in the town of Stillwater. The committee also authorized a change order with Jurzen Construction Group LLC for additional work related to rehabilitation and replacement of secondary clarifiers and electrical equipment at the county's wastewater treatment plant; the change order, for lead and asbestos abatement work, has a not-to-exceed amount of $349,653.
A committee member noted potential reversed amounts in backup materials for two separate legal-services amendments with Bartlett, Pontiff, Stewart & Rhodes; staff said they would double-check the figures before final filing.
