Committee approves two reserve transfers to reimburse municipalities for open-space and trails grants

Planner Jason Kemper, representing the county Planning and Economic Development office, told the committee the $38,203 transfer relates to a 2024 open-space project in the town of Monroe and that the funds will be treated as pass-through reimbursements to the municipality once audit review is complete.
Kemper said the trails-reserve transfer covers multiple grant closeouts, including awards to Clifton Park and Northumberland from February 2024 and a February 2022 Saratoga Springs project with a remaining final amount of $1,117.25; staff said the municipalities provided the required documentation for reimbursement.
A motion to authorize the fund transfers was made and seconded and passed on a voice vote with members responding "Aye." The committee did not record any dissent during the roll call on the motion.
Committee members asked staff about other older projects that remain open; Kemper said there are several remaining grants from 2020 and 2022 that staff are working to close and that additional transfers may come to the committee in future months.
Chairman and staff emphasized that the transfers move money from reserve accounts into the county operating account for immediate pass-through to municipalities; staff said audits and matching requirements for the grants have been reviewed before the transfers are made.
