Committee approves $800,000 budget amendment for FBO terminal change orders as $36M project nears completion

The Saratoga County Airport Improvement Committee on May 6 approved an $800,000 budget amendment to cover additional change-order costs for the county’s new fixed-base operator (FBO) terminal building, which is nearing substantial completion.
Airport staff told the committee the overall project is a $36,000,000 construction job and that the total change-order amount being requested, including funds already appropriated in the 2025 budget, is $1,500,000 — roughly 4% of the project’s construction value. “This is a $36,000,000 project. The total change order amount that I've that I'm asking for, which includes the portion that was appropriated in this year's budget is 1,500,000.0, which, that equates to about 4 percent of the overall construction project,” Airport staff said.
Staff said the $800,000 request covers items not originally anticipated, including utility connections (National Grid work that exceeded $150,000), electrical modifications tied to a newly awarded grant for a generator, an updated entrance sign to include tenants, and furniture to furnish the terminal. Airport staff said roughly $80,000 of the requested amount will come from the airport reserve account that had been set aside for a county-owned property on Rollins Street; the remainder will be taken from the capital reserve and “is not coming out of fund balance,” Airport staff added.
Committee members discussed the project’s accelerated timeline. The original DOT-funded schedule required completion in about two years from contract signing; the county obtained DOT approval to extend bidding by roughly one month to increase contractor competition. Airport staff said the project schedule will finish slightly longer than two years: “I think, you know, I think at the end of the day, we're I think we're gonna be about 2 years and 3 months, 2 years and 4 months.”
Committee members said they were impressed with the facility and that completing the project quickly contributed to added costs. Airport staff described the county’s terminal as a model for other airports that received similar grant funds.
The committee approved the $800,000 amendment by voice vote. Airport staff said the project is approaching substantial completion in the coming weeks and final completion next month.
