Saratoga County accepts state and federal funds, approves consultant contracts for bridge and roundabout projects

Saratoga County officials on May 6 approved multiple resolutions to accept state and federal transportation funds and to authorize consultant agreements for three road projects in Halfmoon, Milton and Clifton Park.
County staff described the largest package as roughly $1.8 million in Marchiselli state and federal aid to cover construction and inspection for a bridge replacement in the Town of Halfmoon, including about $1.5 million for construction and a $295,000 contract for construction administration and inspection services with Creighton Manning Engineering, LLP. The board approved the measure by voice vote.
The county also accepted $574,750 in CMAQ (Congestion Mitigation and Air Quality Improvement) funding for preliminary and detailed design of a roundabout at the intersection of State Route 50 and Northline Road (County Route 45) in the Town of Milton. County staff said the CMAQ award covers 80 percent of the design cost, with the county responsible for the remaining 20 percent. The board authorized a consultant agreement with CHA Consulting for the $574,750 design contract; a speaker said, “Mister chairman, I’m gonna recuse myself in the discussion there.”
Finally, officials accepted an additional Marchiselli allocation of $111,303 for design work on the intersection of Lake Road and Kins Road in the Town of Clifton Park after state review determined the location met roundabout criteria. The board approved an amendment to the county’s agreement with CPL (Architects, Engineers, Landscape Architects & Surveyors) to add $111,303 for preliminary and detailed design services.
County members approved each item by voice vote; no recorded roll-call tallies were provided in the meeting record. Staff noted the schedule for the Clifton Park project has not been finalized and may target 2027, but no firm construction dates were specified.
The actions move each project into the design and construction-administration phases and commit county matching funds where federal grants require them. Officials did not discuss detailed construction schedules or total future construction bids at the meeting.
