Staff said the request is consistent with Plan Norfolk 2030 and noted the city received a grant in 2024 that stipulated the site must remain for public outdoor recreational services. City Planning Commission previously approved a related design review in February 2024, staff said. Commissioners asked about preserving perimeter trees and a proposed berm intended to screen the road from inner park areas; staff indicated they will coordinate with Public Works on protecting older oak trees and clarifying berm design.
