County approves contract extensions and change orders as Leonardo helicopter facility moves forward

The county recommended extending the Greensimmons contract for phase A of the fire-flow work and adding change orders to cover overtime needed to meet Leonardo Helicopter’s requested certificate-of-occupancy schedule and to extend engineering oversight costs. County documents cited two change orders totaling $85,155 — $45,180 for overtime and $39,975 for extended engineer-of-record services — and said Florida Job Growth Grant funds will cover the additional cost.
County staff described delays in delivery of the fire service pump as the main cause of the extension. Staff said the county has coordinated with Leonardo and consultants; a staff member summarized the situation as "an adventure for the team coordinating with Leonardo." Commissioners and county staff publicly thanked project managers, including Jeff Helms and Bridget Price, for their work shepherding the project through procurement and schedule issues.
The committee moved the contract-extension and change-order package to Thursday’s consent agenda for final board action. Staff said they expect the facility to be able to meet Leonardo’s mid-June occupancy request if the work and delivery remain on the reworked schedule.
