Commission approves Calvary Chapel rezoning for small community facility on Lake Ella Road

The Board of County Commissioners rezoned roughly 12.99 acres at 420 Lake Ella Road in Fruitland Park from agricultural to a community facility district to allow Calvary Chapel to use an existing home and site for church-related classes and meetings.
Planning staff said the change is consistent with the county comprehensive plan, that the site is served by existing well and septic systems and that traffic impacts are de minimis. Public Works recommended that driveway access be designed to meet commercial standards (24-foot width) and relocated if necessary to achieve maximum sight distance on Lake Ella Road.
The applicant told the board the congregation does not currently hold typical Sunday worship services at the site and uses other rented space for larger gatherings; the rezoning would allow regular uses such as Bible study, leadership meetings and small group activities. A public commenter who identified himself as a member of the church said the congregation expects to help meet community needs as local population increases.
The board approved the rezoning after a clerk of court motion and vote in the meeting; staff noted any future physical expansion would require site-plan review and compliance with code at the time of submittal.
