The committee accepted a friendly amendment to the title to add "and to fund the operation of 9 and 15 Joyce Lane in Kingston."
Legislator Litz proposed removing a $62,000 lease and rental real property appropriation from the resolution until the budget office could provide a line-item explanation; the committee debated whether to remove the line now or allow ways and means to review it. After discussion the committee voted to remove the $62,000 lease appropriation; the motion to remove that line passed, and the resolution as amended passed to be forwarded to ways and means. Deputy Executive Laval and staff agreed to circulate a detailed breakdown of the budget lines before the ways and means meeting.
The committee also established Capital Project 734 for security-alarm, fire-alarm and access-control upgrades for the Joyce Lane buildings and approved a contract amendment with Securitas Technology Corporation to incorporate the work into the scope. A related contract for access-control and fire-alarm systems (later described in the Government Operations Center discussion) was also on the agenda. Committee members asked staff to confirm which capital project contained other building security work and to return with clarifying project numbers if needed.
