Applicant absent at Albany public hearing for Ship's Pub cabaret license; clerk records occupancy and noise details

Albany City Clerk Shaniqua Jackson opened a May 13, 2025, public hearing on a new cabaret license for 2 86 Lark Street LLC — doing business as Ship's Pub at 320 Northern Boulevard — and closed the hearing after the applicant did not appear.

The clerk recorded the establishment's application details for reviewers: an interior area of about 1,500 square feet, expected attendance of up to 150 persons per event, and a maximum-occupancy certificate for 91 persons. The application lists live bands as the type of entertainment and indicates the venue will serve alcohol; the applicant provided a New York State liquor license that expires Sept. 30, 2025. The proposed operating hours are Monday–Tuesday 11:30 a.m.–10 p.m., Wednesday–Thursday 11:30 a.m.–11 p.m., Friday–Saturday 11:30 a.m.–12 a.m., and Sunday 11:30 a.m.–9 p.m. Entertainment hours were listed as Friday and Saturday, 6 p.m.–10 p.m.

The clerk also recorded that the application designates four employees or security officers for each day of the week and that the establishment does not have soundproofing. Staff noted they would seek clarification from the applicant on how the business would mitigate sound and any discrepancy between the listed expected attendance and the current maximum-occupancy certificate. The Albany Police Department premise-history report is on file and will be provided to reviewers. Notice of the public hearing was sent to the establishment on April 18, 2025.

"I deem this public hearing to be closed," said Shaniqua Jackson, Albany City clerk, after waiting and taking the application details on the record. City staff said they will contact the applicant to obtain clarifications on hours of operation, entertainment plans, sound mitigation, and the number of security personnel before the application is advanced for review.

Because the applicant did not appear, the hearing produced no vote or formal licensing action. The record supplied at the hearing — including the occupancy certificate, the liquor license expiration date and the Albany Police Department premise-history report — will accompany the application when reviewers consider next steps.
