At a workshop meeting, council members reviewed a draft ordinance and agreed to remove item 7 under section D — the Chapel Liberty Hill Thoroughfare entrance — from the ordinance’s illustrative map because it sits on private property. Staff also confirmed the ordinance text will appear separately and the map will not be attached as a binding exhibit.
The move matters because the list of streets and thoroughfares named in the draft determines where enforcement or regulatory language in the ordinance would apply. Staff said version 4 of the draft, timestamped 03:35 p.m., accurately reflected the council’s discussions; they will provide a clean “version 5” without markups for the ordinance reading scheduled on the regular agenda as item 7A.
Meeting participants noted several technical edits tied to how streets are identified: one street named Hickman crosses Main Street twice, so the draft lists it as “Hickman North” and “Hickman South” to distinguish the two segments. A staff member said officers stopping vehicles on the listed streets are likely to discover additional routes that raise the same concerns, which could lead to later amendments.
Several speakers clarified the role of the map in the ordinance. Although the map was circulated to show locations, attendees confirmed it is illustrative and not part of the ordinance’s legal text; that distinction means the map itself would not be the enforceable instrument unless the council later adopts it as such. The Chapel Liberty Hill Thoroughfare entrance was specifically removed from the list after participants flagged that access point as private property.
The workshop did not record a formal roll-call vote on the change; instead, staff and council members reached agreement during the discussion and were directed to prepare the corrected materials for the next meeting. Staff said they will print a clean copy of version 5 for council members’ reference at the regular meeting.
The ordinance draft and related map will return on the regular agenda as item 7A, at which time the council will read the ordinance caption and consider any additional changes. The workshop concluded and the meeting was adjourned at 5:43 p.m.
