Council approves two change orders for regional lift station, directs process fix

The Liberty Hill City Council on May 13 approved two change orders for Bell Contractors Inc. on the regional lift station project and asked staff to adopt tighter internal controls to prevent similar delays. Council members said the contractor had performed work in good faith and should be paid while the city fixes its approval process.
City staff described unresolved issues from an earlier engineer and said the city had received the engineer’s approval supporting the change orders. Councilwoman Diane Williams moved to approve change order number 1 for $172,582.47 and change order number 2 for $6,512.23, and she asked staff to “get a process in place to make sure that this doesn't happen again.” The motion was seconded and approved.
Council members praised finance staff for improved internal controls and said the approvals would allow the contractor to be paid for work already performed. The council did not amend project scope beyond the change orders but directed staff to bring a procedure back to council for how such approvals will be handled going forward.
