The City Council approved three temporary working groups focused on water and wastewater infrastructure financing and prioritization, and directed staff to prepare improved policies and a contract‑management checklist to ensure quality completion and compliance for agreements such as PIDs, PUDs and MUDs.
Deputy City Manager Mike (presenting) told the council the city is experiencing rapid growth—"we are growing by 12% per year," he said—and that existing demand currently exceeds supply. He said the citys 15‑year capital improvement plan includes more than $1.5 billion in water and wastewater projects, which motivated council to form temporary groups to seek partnerships and funding.
The working groups approved are: (1) a commercial public‑private partnership outreach team to build trust with developers; (2) a state/local/federal partnerships team to pursue grants and loans (membership includes the mayor, Councilwoman Jaquetta Fair, the city manager and deputy city manager); and (3) a development takedown and prioritization team to review reservation fees and development agreements and recommend an order for utility takedowns (members include Amanda Young, Diane Williams, City Engineer Jennifer Glaze, Finance Director Josh Armstrong and public works staff). Council and staff said the groups are temporary and expected to sunset by the end of the fiscal year (September), with minutes and staff work products provided to the full council.
Separately, a councilmember asked for a workshop and a staff checklist to strengthen contract management and to clarify acceptance procedures for developer‑built infrastructure; city staff said they are finalizing a checklist and will present it to council for review.
Action: Council made and seconded a motion to adopt the working groups and their mission and approved the motion by voice vote.
