Economic development board, council approve up to $55,000 contract for VFW site visioning and Phase 1 work

The Liberty Hill Economic Development Corporation (EDC) and City Council authorized the EDC to enter a contract with Headwater (and The Kim Group) not to exceed $55,000 to continue Phase 1 planning and design work for a downtown site commonly referred to as the VFW property on Myrtle Street.
EDC Director Christian Kurtz said the action is to pay for continued consultant work and to acknowledge work completed to date — not to approve a construction project tonight. "We're bringing this contract between the E D C and the consultants tonight not to approve an actual project, which will come at a later date," Kurtz said. He said Headwater and the Kim Group had expanded earlier scope with additional visioning and architectural input, and the EDC wants to preserve the consultant team to maintain project momentum.
Headwater partner Mick Cotton and Katie Kim of The Kim Group presented a concept that reuses the existing VFW building "bones," proposes a covered food‑truck court, flexible interior event space and site parking, and noted the concept is intended to activate downtown and provide interim parking. Cotton said the canopy and materials are optional elements that can be phased.
Council and the EDC discussed neighbor parking, site cleanup already underway on Myrtle Street and the project's role in downtown activation. The contract under consideration would fund further design, market testing, and the initial steps needed to prepare a potential later construction phase; construction management would be a separate scope and cost.
The council motion authorized the EDC to engage Headwater for up to $55,000; the motion passed 6–0. Councilmembers and EDC staff said further approvals will be required before any construction contracts are executed.
