Liberty Hill City Council on Feb. 12 conditionally approved the final plat for the 12920 SH 29 Subdivision Phase 1 (ordinance 2025-O-005). The vote was 4-0.
What council approved: The ordinance conditionally approves phase 1 of a roughly 19.95-acre property addressed as 12920 West State Highway 29 and allows the developer to pursue site-plan steps for three commercial lots. The approval is conditional: the plat cannot be recorded until the city engineer certifies that a permanent water source is available or other conditions in the ordinance are satisfied.
Utility and LUE discussion: Staff said the developer requested an additional 18 water LUEs and 18 wastewater LUEs for the new lots. Staff clarified the existing RV park on the parent tract is served by septic (not connected to city wastewater) and currently accounts for roughly 12 existing water LUEs; the Phase 1 request is for 18 additional water LUEs (bringing total water LUEs to about 30.5) and 18 wastewater LUEs for the new commercial lots. Developers stated the first pad (a quick-service-restaurant site, e.g., Chipotle) could be completed in late 2025/early 2026 with the other pads following within approximately a year of that work.
Staff explained that the conditional approval lets the developer start processing site plans but not record the plat or receive final site-plan approval until permanent water availability and other engineering concerns are resolved. Council and staff acknowledged timelines should align with the city's water-takedown and infrastructure schedule. The ordinance included language tying final plat recording to certification of permanent water availability by the city engineer. Council voted 4-0 to conditionally approve the final plat.
