City holds public hearing on updated water impact-fee study; adoption set for February 12

Liberty Hill held a public hearing Wednesday on a proposed update to the city's water impact-fee schedule; council did not take action and staff expects the ordinance to return for adoption at the Feb. 12 meeting.
Consultant HDR presented the water master-plan findings and the impact-fee analysis. The proposed new maximum impact fee is $9,065 per LUE after applying a recommended rate credit; the consultant said the capital cost per LUE before credits was $9,640 and the credit was $574.
The water impact-fee area covers the city's current water service area within the existing Certificate of Convenience and Necessity (CCN). Consultants told council the 10-year planning window anticipates a roughly 200% increase in service-area population and identified about $85 million in water projects related to growth; roughly $54 million of that amount was carried forward into the fee calculation.
Council opened and closed the public hearing and the item was introduced for future action; staff said the plan, impact-fee report and ordinance will return on Feb. 12 for council consideration. During the hearing council members clarified the process and noted that council retains discretion to adopt a fee below the maximum recommended by the CIAC.
No formal vote occurred on the ordinance at this meeting.
