Liberty Hill adopts wastewater master plan, raises wastewater impact fee to $11,329 per LUE

Liberty Hill City Council on Wednesday adopted the city's 2025 Wastewater Master Plan and approved a revised wastewater impact fee, raising the maximum assessable fee to $11,329 per LUE.
The action followed presentations from consultants with CDM Smith and NewGen Associates and a statement that the Capital Improvements Advisory Committee (CIAC/SEAC) had unanimously recommended adoption of the plan and the maximum fee. The council opened and closed a public hearing before voting.
The consultants said the master plan identifies capital projects including sewer pipelines, pump stations, treatment-plant expansions and a proposed advanced water purification facility intended to increase treatment capacity and provide a drought-resilient supply. The revised impact-fee evaluation reflected growth-related capital needs and higher construction costs since the city's last study in 2019, when the maximum wastewater fee was $5,260 per LUE.
City staff and the consultants told council the fee increase reflects both the scale of projects now identified in the capital improvements plan and inflation since 2019. The CIAC had recommended adoption of the maximum allowable fee; council has discretionary authority to set a lower fee but voted to adopt the full amount.
Council made a motion to approve Resolution No. 2025-R-003 to adopt the wastewater master plan and the impact-fee study and then approved Ordinance No. 2025-O-006 amending the city code to raise wastewater impact fees. Both measures passed on recorded voice votes: 5-0.
The council discussion included a brief request to correct grammatical wording in the packet documents and confirmation from consultants that the impact-fee area includes parts of the wastewater service area served by other suppliers (Georgetown and Leander). Consultants and staff also said they would provide additional detail to the Economic Development Corporation regarding the sales-tax and impact-fee projections.
The council vote implements the new fee schedule immediately for future development approvals, subject to calculation and collection rules set out in state law and the adopted ordinance. Staff said project-level funding sources and timing will continue to be refined as projects proceed through design and permitting.
