Planning commission approves several plats; Harmony School plat pulled for Mustang Bayou utility review

The Missouri City Planning & Zoning Commission on March 12 approved a consent agenda covering multiple preliminary and final plats but pulled the Harmony School preliminary plat to add an engineering condition related to Mustang Bayou utility capacity.
The consent agenda items approved included preliminary plats for Stampede Park, Sienna Town Center commercial site, Owen Bend Drive Phase 1 street dedication, Sienna Springs Way Phase 2, and final plats for Western Ridge Estates and Sienna Section 801. Commissioners voted to carry the consent agenda after one commissioner asked to remove item 2.
Engineering staff asked the commission to remove the Harmony School, Missouri City, preliminary plat from the consent agenda so staff could add a comment requiring "a condition of preliminary utility plan with calculations must be provided in accordance with section 2 d 19." The engineering note also stated the subject plat is located within the Mustang Bayou service area and that "a request for utility capacity is required to be submitted prior to the preliminary plat approval, and such request will identify impact fees required for the proposed development." The commission then voted to approve the remaining consent items and later approved the Harmony School item with the engineering comment appended.
Chair Haney said the item was pulled to ensure engineering comments about Mustang Bayou and impact fees are transmitted to the applicant. Commissioner Ijima moved and a second carried votes to approve the consent agenda and the Harmony School item with the added engineering condition; the meeting record showed "motion carries" but did not list a roll-call vote tally.
The engineering condition means the applicant must submit a preliminary utility plan with calculations that conforms to the cited subsection (section 2(d)(19)) and request utility-capacity estimates identifying any applicable impact fees from the Mustang Bayou service provider prior to final preliminary-plat approval.
The commission did not detail the magnitude of any impact fees; the engineering note said fees will be identified when the utility-capacity request is submitted. The applicant, commissioners and staff did not provide a timetable for when the applicant would submit the utility-capacity request for Mustang Bayou.
Other consent items were approved without separate discussion during the March 12 meeting.
