Harrison County commissioners on May 7 approved multiple finance and grant actions and authorized a review of certain lease and IT reporting thresholds.
The commission authorized staff to file the FY2023 Emergency Management Performance Grant reimbursement application for $91,514 and approved filing applications for congressionally directed spending requests to U.S. Senators Shelley Moore Capito and Jim Justice for a package that includes in-car video camera equipment, county-wide interoperable radios for volunteer fire departments, funding for the Harrison County quiet building project, and an application to Save America’s Treasures for elevator restoration at the courthouse.
The commission also approved a grant application to the West Virginia Court Security Fund for radios, body cameras, intercom replacement and safety glazing at an estimated $190,099; staff noted the committee may select parts of the request rather than the entire amount.
In administrative finance items, the commission set a $150,000 threshold for capitalizing or reporting lease agreements and subscription-based information-technology agreements to comply with GASB 87 and GASB 96 reporting recommendations from the county auditor; commissioners asked staff to provide an audit of existing license and subscription counts across elected offices and departments.
Finally, the commission approved hiring a CPA/CTA firm recommended by county staff to perform arbitrage/rebate calculations for several series of county bonds (series 2020, 2008, 2019 and 2021 bonds) so the county can meet arbitrage reporting requirements.
