Highland Park Council adopts budget-cap ordinance, confirms appointment and approves consent agenda

The council adopted ordinance 25-2104 — described on the meeting agenda as an ordinance “to exceed the municipal budget appropriation limits and to establish a cap paying NJSA 48:4-45.14” — after a public hearing with no public speakers. The clerk read the ordinance title and the council voted by roll call to adopt it on final reading.
Council members also moved to withdraw ordinance 25-2103, which the council said was redundant because a related parking-access ordinance had already passed as ordinance 24-2095. Council member Phil George moved the withdrawal; the motion passed by roll call.
On the consent agenda the council approved items 12(a) through 12(h) by roll call, including the police equipment purchase (consent 12(c)), administrative appointments and ordinary municipal business. The council confirmed Carolyn Haddock to the Human Relations Commission and recorded the Planning Board’s selection of Ken Ho as alternate No. 2, the latter listed on the agenda as not requiring confirmation.
The council also adopted a separate-resolution vote to amend the 2025 temporary budget (listed as resolution 3-25-92 on the agenda) and later approved a motion to enter executive session under resolution 3-25-93 for litigation listed as “Vote on versus Highland Park.” Both measures were adopted by roll call.
No public speakers addressed the ordinance during the hearing; a resident asked earlier about procurement details for a consent-agenda item and council members answered during the consent discussion.
