South River public-works update: sewer work complete, paving to resume after Memorial Day; meter project near completion

At the May 5 meeting, Justin from CME Associates and borough Department of Public Works staff briefed the Mayor and Council on capital projects and operations.
Justin said the contractor finished sanitary sewer work and paving on Avenue and plans to return the week after Memorial Day to complete paving. The borough submitted plans and specifications to NJDOT for comment on local-aid transportation projects. The borough also received municipal-aid funding in prior cycles (Justin said the borough received "a little over a million, about half a million" in referenced local-aid rounds).
Water and meter projects: DPW staff reported the electrical substation testing and maintenance is complete and that the borough is about 90% finished with an automated meter project, with roughly 500 meters remaining. The borough said subcontractors for the water-main engineering will conduct more than 100 test pits; residents may see crews doing small digs as part of the survey work.
Stormwater and grants: staff said the NJDEP stormwater-assistance work the borough's survey department completed was required before May and that a stormwater resolution on the agenda is intended to move a project to completion by the end of the year.
Schedule and public notice: DPW said crews will begin summer hours, moving earlier in the day for safety and heat reasons, and that brush pickup is canceled on Memorial Day. Staff also said additional grant-funded park projects are proceeding through required approvals.
What to expect: residents may see temporary test pits and contractor activity in neighborhoods; the borough expects paving to resume after Memorial Day and the meter-upgrade vendor to finish the remaining installations in the coming weeks.
