South River adds state grants for parks and recycling; council approves budget insertions

Town staff reported three grant amounts for insertion under a Chapter 159 resolution: a recycling tonnage grant of $23,173.20, a recycling enhancement grant of $5,708.25 and a 2025 local recreation grant of $89,000 designated for pickleball courts at Parker Park. The clerk said the budget insertion follows the budget's adoption and will be added as special items of revenue.
DPW update and larger park grant: the Department of Public Works reported the borough received notice of a $750,000 grant for an all-inclusive playground at Volunteers Park; staff said final state approval was still required before the borough could place the grant into the adopted budget.
Stormwater and local-aid projects: staff also described a stormwater resolution to complete required work by year-end to meet state requirements and noted that local-aid applications to NJDOT for municipal aid have been released and that the borough received local aid funding in past cycles ("a little over a million, about half a million" referenced for prior local-aid receipts).
How it passed: the items to insert state revenue and other routine grant-related resolutions were included in the consent agenda and adopted together; the consent package passed on a motion by Councilwoman Gonzalez and a second by Council President Cielo. The clerk noted one abstention on a separate consent resolution (1-59) recorded during the roll call.
Why this matters: the grants fund park upgrades, recycling and stormwater work and must be recorded in the borough budget after adoption to allow spending and project contracting.
