Stratford subcommittee: DOT reviewing Complete Streets designs; WSP chosen for Greenway Phase 3

The Stratford Housatonic Greenway Complete Streets subcommittee heard on April 2 that the Connecticut Department of Transportation is reviewing the committee’s 60% Complete Streets designs and that the town’s selection committee has chosen WSP as the consultant for Greenway Phase 3.
Town planner and zoning administrator Smitha Atata told members that Metro Call staff project manager Dylan Clark had emailed saying DOT is reviewing the 60% designs and that DOT’s comments could arrive any time during the week; staff expect to advance to 90% draft designs after those comments. Atata said she was “hopeful” the planning process could be complete by fall or winter, after which the town would develop an implementation strategy and bid documents for construction next year.
The subcommittee also heard that a separate DOT-funded selection process produced WSP as the top-ranked firm for Greenway Phase 3. Atata said the selection committee was limited to town staff and required a mayoral representative; Molly Ryan served in that role. Christy Figuil is named as the WSP project manager. Atata said town staff will work with the town’s contact at BHB to facilitate contracting with WSP and to guide the process tied to the DOT grant.
Atata summarized the three phases: Phase 1 is the existing Housatonic River Greenway; Phase 2 runs by the Elm Street side; and Phase 3 is the new planning alignment (discussed in the meeting as along Favorable Road and the Very Boulevard side), for which WSP will conduct feasibility analysis of route alternatives and recommend a final alignment. She said that if the feasibility analysis shows the preferred route is infeasible (for example, conflicts with ferry access or other constraints), the consultant will recommend alternate routes and the project will follow that outcome.
Committee members asked procedural and coordination questions; no formal vote on the consultant selection was recorded at this meeting because the selection occurred through the DOT-guided selection committee process described by staff. The subcommittee’s remaining agenda items focused on outreach and event scheduling tied to the town’s new bicycle infrastructure.
The meeting approved routine minutes and later adjourned by motion.
