Organizer asks Stratford to allow Pride crosswalk at town hall; questions $7,500 insurance requirement

Hargrove, speaking for an organization she identified as Love is Love, thanked Mayor Hoytik for inviting a Pride flag raise but said a separate request, made nearly a year earlier, to paint a Pride crosswalk has not been resolved. "We believe that requesting our organization to pay insurance and fund DPW is inappropriate and may actually be unlawful," Hargrove said, referring to an alleged $7,500 insurance requirement and payments to the Department of Public Works for painting and maintenance.
Hargrove told the council the group had a local business willing to donate paint and volunteers ready to paint the colored portions of the crosswalk, and suggested scheduling the work to coincide with routine crosswalk repainting so DPW staff would already be present. She also said the site being requested is outside town hall near the ballot box and adjacent to the planned handicap ramp.
On the record during the forum, Hargrove asked council members to verify the insurance and DPW payment requirements. The transcript does not contain a legal citation or a formal council response; there was no motion or vote recorded on the crosswalk request during the public forum.
