Town planner Samantha Tada said the town has selected a consultant for Phase 3 but must complete a contract before publicly naming the firm. "We have to enter into a contract with them before we announce the consultant's name," Tada said.
Tada said staff and DOT are reviewing a draft scope prepared by the consultant and planned a meeting on Friday to finalize details. Once the scope is agreed and DOT confirms the approach, Tada said the town expects to enter the contract and hold a kickoff meeting in June or July to begin the feasibility analysis.
Committee members raised questions about a challenging segment near I-95 and whether the feasibility study would include alternatives such as routing under the bridge, along residential streets or the waterfront. Tada said the consultant's assignment explicitly includes evaluating multiple alternatives and determining a preferred route. "Possibly as 1 of the alternatives" is an under-bridge option, she said, adding the consultant will analyze alternative routes and recommend the best option for the connection in that area.
No formal action was taken; the subcommittee received the update and staff said they would return with further details after the contract is finalized.
