Mayor issues proclamation honoring Barry P. Kelly’s nearly 50 years of EMS service

The proclamation noted Kelly was a founding member of Stratford EMS, a past EMS associate president and volunteer EMS supervisor, and had been volunteering as an EMT through February 2025. The mayor said Kelly’s “care, his compassion, and his dedication to serving and protecting the town of Stratford and surrounding communities has forever shaped the greater Bridgeport region.”
Family members were invited forward to receive the proclamation. Resident Paul Orillia spoke about Kelly’s personal and professional support, saying Kelly had offered assistance when Orillia announced a run for council and later when Orillia was appointed chair of the public safety committee. “When I announced that I was running for my council seat, first message I received was from Barry, offering his assistance in anything I should need,” Orillia said.
Council Chairman Carl Glad and the mayor thanked the Kelly family for attending. The proclamation was presented as a ceremonial recognition; no formal council action or vote was recorded on the item.
The mayor’s office and council offered condolences to the Kelly family and noted the proclamation will be included in the official meeting record.
